State-by-state list of districts 
that rejected school calendar change

This page will be constantly updated (as time allows) as new information surfaces about school districts that rejected the year-round calendar.  We have a huge backlog of names still to be posted, a project that has been delayed because of family illnesses.

The year-round calendar/balanced calendar is not as popular as its proponents contend. Evidence is found  in a growing state-by-state list (below) of school districts, identified here as either  TAR or CAR  districts.

      1) TAR - tried and rejected  - Districts that got stuck with YRS experiments, then returned to a traditional calendar or reduced the number of YRS.......and..... 

       2) CAR - considered and rejected - Districts that wisely steered clear of YRS after studying the facts. 

This  state-by-state list  is a  work in progress. We have hundreds more school districts to post. It is clear  from the research we have compiled  already that the year-round calendar is not as popular as its promoters would lead you to believe.  The number of schools and school districts that tried a year-round (or balanced/modified) schedule  and returned to a traditional calendar plus the number of schools that studied or considered calendar change but rejected the idea far exceeds the number of schools using a year-round calendar today.  

Information provided here has been compiled from one or more sources including news media accounts,  book notations, direct contacts with school districts and accounts by officers and  founders of  the National Association For Year-Round Education. A list of districts that tried and dropped year-round school  is found in only two early  NAYRE directories, but not subsequent editions.

We preface the information provided here  with these concerns and clarifications about the sources of information: 1) The list relies heavily on information in NAYRE  directories, which have been found to contain some conflicting and questionable numbers. We have not had the time or resources to call and confirm all those districts indicated as having dropped year-round schools through a cross reference of information in NAYRE directories. On numerous occasions we have found errors in the NAYRE directories.  2) Some CAR districts may have tried YRS at a later date, even after recommendations against doing so by a  school district study committee. 3) "No. of Schools" is listed  only when there is some number reference either from media accounts, NAYRE directories or other printed accounts. Alabama

At the beginning of school year 2001-02, 10 Alabama school districts with a total of 45 schools were using a year-round calendar, according to the National Association FOR Year-Round Education.   Six of those districts implemented the year-round calendar district wide.  An analysis of Stanford test scores in  the five school districts that have been on a year-round calendar for at least three years finds the year-round calendar failed to deliver on promises of academic improvement.  Most scores in most subject areas declined in  the  five districts since the switch to  a year-round calendar.  Test scores for one of those districts,  Alexander City, can be found on the "What's New" page of this website.
ANNISTON CITY SCHOOLS - A committee was appointed in 1997 to consider a switch to a year-round calendar, but by the 2001-02 school year no Anniston schools were YR.--Anniston Star, July 29, 1998; NAYRE directory

BIRMINGHAM - Since the early 1990s, the district had been considering YRS, but finally shelved the idea in response to parent objections. Birmingham had been incorrectly listed as a YRS district beginning with the 1993-94  NAYRE directory through the 1996-97 directory. --2001 telephone interview with school official.  The Birmingham News, Oct. 10, 1997

   Ten percent of the nation's 651 school districts listed in the 2000-2001 NAYRE directory represented those California school districts with a single YRS program in place. State law at the time required that at least one school in a district be  year-round  in order for that district to receive state funds for future construction. 
   Over the last three decades, California has housed as much as 80 percent of the nation's YRS population largely because of severe overcrowding problems that are addressed with a multi-track schedule. As this incomplete list reflects, many California districts drop the  year-round calendar  after new facilities are built.
ABC, Cerritos - Experiment in the 1970s dropped. --NAYRE; Glines -- TAR
ALUM ROCK UNION ELEMENTARY - Experiments begun in 1992 dropped. --NAYRE 6 TAR
ARCADIA - District began experimenting with YR in 1988, then dropped YR in the high  school. Two schools remained YR in 2000. --NAYRE 1 TAR
BANNING UNIFIED SCHOOL DISTRICT - Experiments begun in 1990 were dropped. No YR schools remain as of 2000. -- NAYRE 2 TAR
BASS LAKE, Oakhurst - At least three schools dropped YR after trying it, the earliest in 1990. One remained YR as of 2000. --NAYRE 3 TAR
BEAR VALLEY - The district has been in and out of YRS several times, beginning with experiments in the 1970s. In 1991, YRS was revived in several schools, then dropped in four. By 2000, seven schools were still YR. --NAYRE; Glines 4 TAR
BERRYESSA, San Jose - Experiments in four schools, which began as early as 1973, were later all dropped. --NAYRE; Glines 4 TAR
BURTON ELEMENTARY,  Porterville - Experiments began in 1980s with two schools dropping the calendar. Only one remained YR by 2000.  --NAYRE 2 TAR
CABRILLO,  Half Moon Bay - Experiments begun in 1970s dropped. --NAYRE; Glines -- TAR
CAJON VALLEY, El Cajon - Experiments begun in 1973 and eventually spread to 17 schools were all later dropped.--NAYRE; Glines 17 TAR
CARLSBAD CITY - The district dabbled in YRS in the 1970s, then abandoned the calendar. --NAYRE; Glines -- TAR
CARMEL UNIFIED - The one school that tried YR in 1989 later dropped it. --NAYRE 1 TAR
CENTRAL ELEMENTARY, Rancho Cucamonga - YRS experiments begun in 1990s later dropped in three schools. --NAYRE 3 TAR

COTATI-ROHNERT, Rohnert Park - YR school begun in 1973 spread to eight schools, which all later dropped it. --NAYRE; Glines 8 TAR
CUTLER-OROSI UNIFIED - Tried YR beginning in 1993, and later dropped calendar in all schools. --NAYRE 3 TAR
CYPRESS - Dropped all YR schools that began in 1970s, then resumed a year-round program in 1993 in a single school. --NAYRE; Glines -- TAR
EL MONTE ELEMENTARY -  Tried in three schools beginning in 1983 and later dropped--NAYRE -- TAR
EL RANCHO, Pic Rivera - Tried YR in 1970s and dropped. --NAYRE; Glines -- TAR
ESCONDIDO - Tried YR in 1970s, then dropped it but resumed the calendar in 1990. Three schools were YR in 2000.--NAYRE -- TAR
ETIWANDA ELEMENTARY -Began  YR  in 1992, then dropped it the two experimental schools. --NAYRE 2 TAR
EXETER UNION ELEMENTARY - Began YR in the 1990s, but dropped the calendar for its middle school. Three schools were YR in 2000. --NAYRE 1 TAR
EXETER UNION HIGH -  Three schools have dropped YR since implementing it middle and high schools beginning in 1997. Two schools remained YR as of 2000. --NAYRE 3 TAR
FALLBROOK UNION DISTRICT - Tried YR beginning 1991, then dropped  in two experimental schools. -NAYRE 2 TAR
FARMERSVILLE ELEMENTARY - Began YR in 1991 then dropped.--NAYRE 3 TAR
FOLSOM-CORDOVA,  Folsom - YR began in 1991, and at one time eight schools were YR. All had  dropped the calendar by 2000. --NAYRE 8 TAR
FRESNO - Numbers of YR schools seesawed since experiments began in the 1970s. At least two elementary and a high school tried YR and dropped it. But as of 2000, 26 schools were on YR. --NAYRE 3 TAR
FOUNTAIN VALLEY - Tried YR in 1973 in one school, then dropped it.--NAYRE; Glines 1 TAR
GOLDEN PLAINS UNIFIED - Tried YR in a single school in 1988 and dropped it.--NAYRE 1 TAR
HACIENDA-LAPUENTE - Began YR in 1986 and since dropped it in a high school and middle school. One school remained YR in 2000.--NAYRE 2 TAR
HANFORD ELEMENTARY - Began YR in 1992, then dropped in all four schools, including two middle and one high school.--NAYRE TAR
HESPERIA UNIFIED - Began YR in 1973, but dropped it in three high schools and two middle schools. As of 2000, 11 schools were still YR.--NAYRE 5 TAR

LODI UNIFIED SCHOOL DISTRICT - Began YR in 1985, dropped in in one middle school, but 38 schools were YR as of 2000.  However, by 2003, the district was moving away from the YR schedule to a modified tradtional year "as quicly as funding and classrom space allows, said Robert Gire, coordinator of child welfare and attendance....The only reason a campus might remain on year-round now is that the enrollment numbers won;t allow the switch back," --See: "Mateca Unified to re-examine year-round" by Abbie Dutcher, The Record, Sept. 28, 2003.; NAYRE 1 TAR
LONG BEACH -Began YR in 1988, dropped one YR high school, but 25 schools were YR as of 2000.--NAYRE 1 TAR
LOS ANGELES - Began YR in 1974 to address overcrowding. Various media accounts and information from NAYRE directories indicate that as many as 546 schools had either tried and dropped YR or when given the option to choose, voted to return to a traditional school year. As of 2000, there were 225 LA schools using a YR schedule, and the numbers were expected to mushroom because of severe overcrowding. --NAYRE; Los Angeles Daily News, June 8, 1993 546 TAR
LOS BANOS UNIFIED - Began YR primarily for overcrowding reasons in 1985, but dropped it from the  middle school when new school construction enabled a return to a traditional calendar, according to Philip Wedlake Jr., the assistant supt., educational services. Overcrowding may again force the middle school back on a multi-track calendar, Wedlake said.  As of the 2000-01 school year, 4 elementary schools remained YR.--NAYRE, Philip Wedlake, Assit. Supt. LYNWOOD - Tried YR  twice and dropped it entirely both times. The first round began in 1976, and the two YR schools were  later dropped. The second round began in 1991, but as of 2000, all six schools (including a high school and middle school) had returned to a traditional school year. --NAYRE; Glines 8 TAR
MADERA UNIFIED -  BEGAN YR in 1976 but dropped it in the single school. (Revived YR in 1985 to address overcrowding, and 9 schools were YR in 2001-02 school year). --Glines, NAYRE 1 TAR
MANTECA UNIFIED - As new schools open in the 2004-05 school year, the district planned to return a number of schools placed on a YR calendar in 2000-01  because of school overcrowding to a traditional calendar. --"District mulls year-round education," Aaron Swarts, San Joaqui Bureau, Tracey News, Oct. 17, 2003 -- TAR
MARIPOSA COUNTY UNIFIED - Began YR in 1988,then dropped it.  --NAYRE 2 TAR

NEVADA UNION  Grass Valley - The district's YR school numbers seesawed in the 1970s, then all were dropped; then YR was revived again in 1985 with 2 schools on YR as of 2000.--Glines; NAYRE -- TAR

PAJARO  VALLEY,  Watsonville - The district has been in and out of YR. It dropped all schools begun in the 1970s, then resumed YR in 1992, with six schools on YR as of 2000.--NAYRE; Glines -- TAR
PARLIER UNIFIED - Began YR in 1990, then dropped it.--NAYRE 2 TAR
PETALUMA JOIN UNION HIGH -  Began YR in 1995 then dropped it in all three schools.--NAYRE 3 TAR
PITTSBURG UNIFIED - Began YR in 1994 in one school then dropped it.--NAYRE 2 TAR
ROMONA UNIFIED -Began YR in 1985 and dropped it.--NAYRE 1 TAR
REDDING ELEMENTARY  - Began YR in 1997 then dropped it. --NAYRE 1 TAR
REDLAND UNIFIED - Began YR in 1989 then dropped two YR  middle schools, but eight schools remained YR as of 2000.--NAYRE 2 TAR
RIALTO UNIFIED  - Began YR in 1981, but dropped it in one middle school. As of 1981, 17 schools remained on a YR calendar.--NAYRE 1 TAR
RICHMOND UNIFIED - Began YR in 1984 and later dropped it in all four schools.--NAYRE 4 TAR
RIM OF THE WORLD,  Lake Arrowhead - This school district has been in and out of YRS. It dropped the program begun in the 1970s, then resumed it in five schools in the 1990s and dropped those. By 2000, no schools in the district were YR.--Glines; NAYRE 5-plus TAR
SACRAMENTO -  Tried YR in 1966 in one high school but dropped it--Hermansen and Gove. 1 TAR
SADDLEBACK VALLEY, Mission Viejo - Began YR in 1988, and dropped  it.--NAYRE 1 TAR
SALINAS CITY ELEMENTARY -  Began YR in 1990, then dropped one school but three remained YR as of 2000.--NAYRE 1 TAR
SAN JUAN, Carmichael - Began YR in 1974, dropped it in six schools but five remained YR by 2000.--Glines; NAYRE 6 TAR

SNOWLINE JOINT UNIFIED, Phelan - Began YR in 1990 then dropped it. --NAYRE 1 TAR
STRATHMORE UNION ELEMENTARY - Began YR in 1992, then dropped it.--NAYRE 1 TAR
SULPHER SPRINGS - District tired  YR in the 1970s, dropped it and then revived it in 1991 in one school which remained YR as of 2000.--Glines; NAYRE -- TAR
TEHACHAPI UNIFIED  - Began YR in 1989 but dropped it in one school. Four schools remained YR as of 2000. --NAYRE 1 TAR
TEMECULA VALLEY UNIFIED -  Began YR in 1994, but later dropped in all 17 schools. --NAYRE 17 TAR
TERRA BELLA UNION ELEMENTARY -  Tried YR in 1992 and dropped it.--NAYRE 1 TAR
TRANQUILITY UNION HIGH -  Tried YR in one school in 1988 and dropped it.--NAYRE 1 TAR
TULARE CITY ELEMENTARY - Began YR in 1990 and later dropped it in all schools.--NAYRE 3 TAR
UKIAH UNIFIED - Began YR in 1990 and later dropped all four YR schools.--NAYRE 4 TAR
VACAVILLE -  Began YR in 1970s and dropped one school but two remained as of 2000.--NAYRE; Glines 1 TAR
VALLEJO - Began YR in 1973, but dropped it from 6 schools and then added others. As of 2000, there were14 school still on YR--NAYRE; Glines 6 TAR
VENTURA UNIFIED - Began YR in 1976, but dropped it in the middle school. As of 2000, 5 schools remained YR. --NAYRE 1 TAR
VISTA UNIFIED - The district tried YR in the 1970s, dropped all YR schools but then resumed YR in 1990. As of 2000, 21 schools were YR --NAYRE; Glines -- TAR
WEST CONTRA COSTA UNIFIED - Began YR in 1984, but dropped one elementary. Four schools remained YR as of 2000. --NAYRE 1 TAR
WILLIAM HART, Newhall - Began YR in 1970s but dropped all.--NAYRE -- TAR
WINTON ELEMENTARY -  Began YR in 1992, but all schools later dropped it.--NAYRE 3 TAR
WOODLAKE UNION ELEMENTARY - Began YR in 1992 but all schools later dropped it.--NAYRE 3 TAR
YUBA CITY - YR school enrollment has seesawed since the district first used the calendar in the 1970s. After all school dropped it, the district resumed YR in 1992. Since then, at least one middle school has dropped YR, but five other schools remained on the calendar as of 2000..--NAYRE -- TAR
YUCAIPA, Calimesa Unified - The district had seven schools on YR as of 2000, but dropped one high school from the calendar.--NAYRE 1 TAR

DUVAL COUNTY - Seven years after opening its first YRS, the school  board voted in March 1998 to return all remaining YRS to a traditional calendar. effects on achievement were inconclusive. The program was unpopular with parents. Many multi-track schools reported declines in enrollment, as parents switched children to a traditional calendar school or a private school. Parents cited as reasons for the switch child care problems, hardships for working moms, disruption to family life, especially when siblings were on different tracks. In the three years from 1994 to 1996, the number of YRS in Florida dropped from a high of 168 to just 60.
